A message from Phil...

Many people have told me what they expect from judges, due to my serving as a District Court Short Jury Trial Judge and a Justice Court Pro Tempore Judge. In essence, people expect judges to be fair and treat persons who appear in their courtroom with respect. These are simple principles, but essential to obtaining justice in every case. I adhere to these principles.

I recognize that judges play a tremendous role in our community. People look up to them as emblematic of what is best in our society. To earn this deference, judges have an obligation to maintain the integrity of our legal system. In the cases I have presided over, I have always given parties the opportunity to be heard, to express their views thoroughly, and I approach every issue in an unbiased manner. I conduct my courtroom in this manner, because the first responsibility of a judge is to find the truth. And, truth can only be found through an honest and open presentation of the facts.

Another important role judges must perform is protecting the rights of every participant in their courtroom. Every case is significant to the participants in the matter. It has always been my practice to make sure every participant is fully informed about what is happening in every stage of a case and is given sufficient opportunity to actively participate in the handling of their case. If people have a say in the conduct of their case, they are much more likely to be satisfied with the outcome.

Also, our judges have to be aware of the circumstances that exist in our community. Many families in Clark County are going through extremely difficult economic times. Many cases are being filed as a result of the prolonged recession. I sincerely feel that I have the experience in complex civil litigation and the understanding of the hardship people are facing to expeditiously and fairly resolve these types of cases, causing the least amount of harm to the parties.

Finally, it has always been a dream of mine to serve the public by being a judge. It would be the highest honor of my professional career. I intend to run a campaign where I work harder than my opponents and meet as many of you as possible to discuss ways how our judiciary can be more responsive to the needs of our community. Judges can always get better. I am committed to earning your support and hopefully your vote.
